Training on Binding Resolutions for Audiovisual Societies Takes off in Budapest
17/06/10
Created by CISAC’s T&D Department with leading AV societies (SACD, SSA, SGAE, IDA), the first training session designed to support Audiovisual Societies’ compliance with the recently approved “Binding Resolutions for AV societies” took place in Budapest, Hungary on the 20-21 May 2010. Targeting “developing” and “least developed” societies, 17 participants from 10 AV societies benefitted from two information-packed days provided by four recognised experts: Helena Segersten (IDA), Jurg Ruchti (SSA), Pablo Campo (SGAE) and Reinhard Meyer (BILD KUNST).
The training session began with an overview of collective management activities in AV societies, followed by an explanation of the related Binding Resolutions. The Binding Resolutions are a technical annexe to the Professional Rules which, among other improvements, aim to make international distribution more efficient by standardising data and exchange formats. Training focused on the importance of each society compiling comprehensive, accurate and up-to-date information on authors and works, including the data necessary for IPI and IDA registration. Using IPI (the Interested Parties Information database) and IDA (International Database on Audiovisual works) makes the information collected by societies on authors and works available internationally to sister societies.
Accurate documentation means better distribution
With the assistance of the experts, participants worked on how to use IDA, IPI, ISAN (International Standard Audiovisual Number) and enquiry lists (for unidentified works) to match AV works and rights owners for distributing fair royalties. Training highlighted the importance of the CDF-AV statement (Common Distribution Format for audiovisual works) for sending royalties to sister societies, in order that all societies communicate the details behind each royalty collection in a standard format understood by all. Furthermore, as the distribution criteria (method for allocating value to each work) is unique to each society and often complex, trainers emphasised the need for each society to complete the AVSIS (Audiovisual Societies Information System) declaration on the CISAC Website to allow all societies to understand the distribution criteria used by sister societies.
Positive feedback from trainers and participants confirmed the relevancy of the module and the agenda, which mixed theoretical parts, practical exercises and societies’ exchanges on best practices and common issues (online licensing and private copying).
The module is now available for use in other CISAC regions.
